Take a Dell Vostro 1500 and put a decent video card in it. I priced it out with an 8600M GT (best video card Dell puts in their notebooks), a Core 2 Duo 1.8 GHz (plenty for just about any game), 2 GB of RAM, and 160 GB hard drive. The price is less than $900.
This is supposed to be a business laptop, but home users can buy it as well. It’s really a very good deal for the performance you get and should be a strong gaming machine, especially for CS:S.
If you don’t like that option then just look for anything with a GeForce 8400M or 8600M for a video card. Naturally, larger number means faster card. GT versions are faster than GS versions. Honestly, just about any of them will play CS:S, though.
