Looking during the the Notebook bag in the store which says it fits 15″ as well as my laptop is 15.4 would this fit?

can you fit 15.4 inches into 15 inches? no
It would probably fit, but be very tight / hard to zip up / stretch the bag out / etc. They probably make the same bag in a 16″ also? If its not in the store, just look for it online somewhere like eBay.
Measure your notebook on the diagonal (corner to corner) when closed, then measure the smaller notebook. The 15″ number is the diagonal dimension and it all depends on how much case space is on the side of your 15.4″ machine, I have seen 15″ notebooks that are smaller than 14″ notebooks. I have a large IBM think pad that is smaller than a similar size Dell.
Also most good bags are built with some slack space to keep from holding your laptop/notebook too tight.
